该剧作为《女人当官1》的延续，在固定的人物关系里发展出来崭新的故事情节。故事发生在东北凤凰村，村里要进行土地流转，杨桂花积极的准备大干一场，带领村民再一次抓住机遇，发家致富。但村主任洪主任却认为杨桂花招商承包地的做法不妥当，对杨桂花的工作方法很有意见。洪主任的想法是由村民组建合作社，为此洪主任和杨桂花有了很大的矛盾，两个人都认为自己的方法正确。杨桂花向李加油求助，李加油对她表示支持，洪主任则让王胡牵头，负责在村里组建合作社。孙有为对杨桂花的积极很有意见，因此非但不支持桂花，还找李镇长给桂花拆台，闹出了很多笑话。最终在杨桂花的不懈努力和积极争取之下，土地流转项目圆满成功。
