The SYN-RECEIVED state of TCP is used to indicate that the connection is only half open, and the legality of the request is still questioned. An important aspect worth noting here is that the size of TCB allocation space depends on the SYN packets received-before the connection is fully established or the return reachability of the connection initiator is verified.
